Comments I've never been able to find out why there was a special assessment and why the dues went up. I am on a fixed income and this hits me hard. I deserve an explanation. Reply Author Top contributor 2d ### Id like for the HOA Board to provide a detailed financial report. One specifically for the assessment fees, projects that they stated were to be completed with those funds and actual spend each quarter and the list of projects still pending. Havent received more than an occasional photo of work done with no actual cost reported. The Board did not have one bid for the work needed just guesstimates. I cant get funding for business projects without a minimum of 2 written bids and multiple senior management approval. Does anyone else want to know these details? Nothing posted on the portal either to track all they stated. Wish theyd keep us informed. Reply 21w Edited Author Top contributor ### I apologize for not sending you the breakdown before. Many of the "waterfront property" owners use the fronts of their houses for DIY side projects. Every day. Sawing in the middle of the sidewalk. Building cabinets in the driveway. One guy was welding on the curb. Really? Keep your stuff out of view, it is so trashy. Looks like a mobile park, not an upscale neighborhood. And that's just the homeowners. There is plenty of building development that goes unchecked. Contractors working at all hours, even Sunday evenings. Right now, I do not know why anyone would even purchase here. We are still in the middle of a pandemic that the state has yet to take seriously. (Lowest per capita and total tests.) Many cities are on fire. But all these potential buyers are just going to come flocking in? Uh huh. This includes some owners who purchased two years ago but are now trying to flee the area. Do not know why. Maybe they cannot afford the rising taxes.

User's recommendation: Plan ahead for property tax increases every year. It's close to 100% of assessed value, minus 100K exemption. Since homes are going up every year, your taxes will as well, guaranteed.

Do these people think that because Idaho is generally crime free in comparison to other places, every single area is safe? Ever hear of predators? There are various playgrounds. Go use them, *** Stay safe, not stupid.

I also cannot stand the selfish dog owners who do not clean up after their pets, or leave them in the backyard to bark and bark. Yes, dogs bark. But socialized, well-behaved dogs do not bark for hours. Play with your pets!

Stop making them neurotic. The HOA here is also selective and useless.

Idaho is painfully uneducated, yet for some reason, the residents want it that way. Comments like this are evidence, and also show why the country is in the toilet.

You really cannot understand why kids should wear silly plastic things on their heads? Let me guess, MAGA minion much? Freedum lover? All around this area are great thinkers like this, convinced that "rules" are someone trying to take away their rights.

Pretending the pandemic is just a scam too, no doubt. Meanwhile, these people are walking co-morbidities just waiting to collapse. Someone should go check out the Legacy pool to verify. Full of heavy-set intellectuals all on top of each other.

Also, watch for when the crime rates spike, now that PPP loans and unemployment are up. The *** who insist on parking their 48K cars on the street all night will be the first to complain when the breakins begin.

They let their children ride around without helmets at all hours of the day, screaming in the streets and running in random driveways. The HOA persons in charge have been harassing all of the neighbors. They hired a high priced attorney to go after me for things that are not listed in the CC&Rs. Using HOA funds for personal vendettas because they don’t like out of state people. Worst community to live in.

HOA harassment

My wife and I have been alerting the HOA of illegal dumping from other construction sites onto empty lots. In return, the HOA retaliates and fines our home for items that were previously approved. The HOA discriminated on who they punish and who they are friends with. Basically Legacy is an HOA nightmare. We are all for cleanliness and looks. But when they target you. Good luck.

Agreed with this post. That's why too many people are selling their homes after a couple of years and move out. Some homes sold 2-3 times already in the past 7 years.

Legacy is beautiful, as others have mentioned. Legacy is spacious and well maintained. But Legacy also allows cars and mobile homes to park on the streets all night and these are NOT contractors. They are residents, randomly parking cars by mailboxes because their two-car garages are filled to the brim with boxes. Garbage cans are left out sometimes two day before pickup and trash blows around. The HOA is selective in enforcement or oblivious.

3 years ago I bought a house in Legacy Subdivision in Eagle, Idaho. While the HOA dues seemed expensive at $1,200 a year, we thought it was a good investment. We were assured by the realtor that the HOA fees would go down the more houses that were built. The first HOA mtg we went to, the developers told us that the Dues needed to be raised to pay for replacement of dead trees. They told us the dues would drop because more houses were being sold. The next year they told us again that they needed to raise the dues to pay for replacement of dead trees again. Now the dues are almost $1,700 a year and no sign of going down due to the developers changing the CCRs to relieve them of paying their far share of HOA dues for lots that they still own. the developers have also passed on over $200,000 in debt to the HOA. There is a developer appointed homeowner on the HOA board. He has been a cheerleader for the HOA even before the homeowners pressed the developer to allow a homeowner on the board. bottom line homeowners have no rights or say in the budget, the operation of the HOA. so in a nut shell BUYER BEWARE.

I am a real estate investor and live in Eagle also. You thought $100 a month was high?

For all of that stuff. You could move. Of course you couldn't move to my neighborhood of Lakemor, because we pay more than that. You also shouldn't move to Two Rivers, or any of the other nice neighborhoods with amenities in Eagle.

Maybe try Star, or one of the older neighborhoods in Meridian.

Legacy subdivision not worth it in Eagle ID

I was looking at some CBH homes in the Legacy Subdivision as an investment property, but then found out that Legacy HOA doesn’t allow their owners to rent property or run a business from home. In addition, I found out their HOA fees rose close to 40% in the last three years and it is at least $ 1,700 per year for the small lots. I heard residents don’t have any representation or voting power in HOA board decisions, not to mention the fact that it will be another 10 years before lots are sold and occupied by more folks who might have a chance to take part in HOA decisions. Beyond that, Legacy HOA is indebted by up to $200K.

Legacy is being promoted as an upscale subdivision. However, I saw their pool, and it was disgusting. It wasn’t covered like in other subdivisions, and the water was filthy. There was plastic at the edge. They only allow iron rod fence, with no privacy from neighbors and my adult dog would easily fit through it. Driving through the community, the houses are very close to each other, there were lots of cars parked in the streets, garbage cans were clearly placed outside in plain sight (not to mention the trash from these receptacles everywhere), and there were many homes for sale.

My real estate agent advised me to look somewhere else for a place that might actually hold its value in the house market. With the high price that they have on their HOA, buyers can easily find something closer to the freeway, with half the HOA price, and with an excellent builder and a responsible price.

I saw Legacy in an online advertisement, and it really targeted home buyers from out of state, whom apparently Legacy expects to be idiots. Advice is “BUYER BEWARE.” Ask your real estate agent questions, and make sure you’re informed.

As someone who is about to buy in Legacy, this review DOES NOT seem like the Legacy I have seen. I have driving the whole subdivision several times.

I think it is beautiful. I have NEVER seen lots of cars on the streets, trash cans visible or trash everywhere. I think you are lost...

I can't wait to get in there and I know what the HOA dues are. Remember, you get what you pay for.....

The neighbor down the street from me on Willowick currently has four large vehicles parked on the street all night and in front of mailboxes. There may be five or six dogs living there along with extended family/visitors and who knows what else.

Every time I walk my dogs, theirs go crazy acting like they are rabid and sick. Another neighbor has a beat-up truck taking up his entire driveway, with insurrection flag flying proudly. It's embarrassing. They recently moved in and first thing they do is park this trash heap outside.

They also have a big bonfire all night for Halloween, in their garage. As others have mentioned, garbage cans are routinely left out for days. With the way home prices have been rising, Legacy should not look like a low-income housing project. It wouldn't if someone at the lazy HOA would actually do their jobs.

Speaking of which, I see they are harassing homeowners about building new fences to spec or having the right towel on the golf course. But they ignore vandalism, porch pirates, and basic security.

I have lived in the Legacy Subdivision for a few years, and my opinion is that the original review is very objective. The few comments posted below represent the views of the developer.

The last HOA dues spike made many homeowners very upset, not just a few as the comments state. At least one reputable builder will not buy and build in the Legacy subdivision any more. If you look at the date of the original review, it was posted in March, and at the that time there wasn't a Legacy resident on the HOA board. There was one homeowner "appointed" by the developer and HOA in the summer, who was not elected by the residents.

This homeowner completely shares the views and defends the HOA and the interests of the developer.

The facts are that the HOA does have around $200,000.00 in debt which homeowner's did not have a voice or vote in. Perhaps this explains why the HOA can't even purchase a pool cover and has mismatched pool umbrellas and furniture in supposedly this "upscale" subdivision.

Before you buy here, especially those from California, you should know that Idaho HOA laws are not regulated like in other states.

This gives the developer and the HOA definitive power over home owners, as it is the case here. The way that the Legacy CCR's are written, the rules and amendments can be changed at any time without the homeowners approval. There is no cap on how much the Legacy HOA dues can be increased. Highly recommend to show the Legacy CCR's to an attorney before buying here.

Many have stated that never have they seen such a completely one sided document that protects the developer under any circumstances while maintaining absolute authority and the ability to do whatever they want. The HOA and the appointed representative think that $1700.00 is a ''steal." There are many other subdivisions around Legacy, such as Fox Glove, Syringa, The Preserve, that offer great homes and many great amenities with much lower HOA's.

Buyer Beware of Legacy HOA.

Legacy is one of the largest planned neighborhoods in the valley. It has more open space than any other.

It has tennis courts, a pool, private soccer fields and a Nicholas 3-hole practice course. Another pool is slated, as well as a small gym. $1700 a year is a steal for all of that. The average upscale Eagle neighborhood has far less and costs more.

Housing options range from town homes to 5000 sf+ custom homes.

The HOA is totally controlled by the Developer until the project is complete, however the Developer has shown willingness to work with the residents to improve many aspects of the neighborhood. Unfortunately as the previous post stated, there is a small, misinformed group which is making all the noise. These people will either get educated, get bored, or move.

Either way, Legacy will move on, and continue to be the single best value in the valley.

Legacy Subdivision Eagle Idaho

Not sure where you were, but my experience at the Legacy subdivision in Eagle, Idaho was much different. Yes, the HOA fees are high, but we want the water features, the golf course, the open spaces, the trails, and the landscaping - these amenities need to be paid for. As for garbage cans - they are to to be out-of-sight unless on garbage day per the CCR's - rarely do I see a can on a property unless it is being set out on pick up days. As far as "trash everywhere" - only seen trash out and about is after high winds and most of the neighbors pick it up, myself included. Reference “cars parked everywhere,” the CCR’s also tell us cars are to be parked in the garage or on the driveway – so any cars you saw parked “everywhere” where probably construction worker vehicles. I virtually never see vehicle parked on the streets in the subdivision. As far as homes being close to each other - not sure where you were in the subdivision, by the original town-homes? That was a former developer that was sort of grandfathered into the Legacy proper - but most of the homes have a decent amount of space between them - it is a subdivision - not a rural tract. As for as no representation on the HOA that is not correct, there is a homeowner representative on the board, but it is still largely the developer's organization - the subdivision is not yet complete. The HOA does have some debt - not sure how much, but I know it had to do with the developer no longer agreeing to pay for everything that needed doing. There are not any more homes for resale here than any other subdivision in the area. As for your dog fitting through the fence - perhaps you need to address that behavior issue - most of my neighbors have dogs and they are not a problem. In fact, the only dog issue was some important person who failed to follow the dog leash rules and that person’s dog ran and bit a resident. The problem was addressed. The pool is a mess, but it has also been addressed. And, I have never lived in an HOA that permitted home business or rentals without permission. If you're looking for investment property, I am glad you're looking elsewhere - but the Legacy you described, is not where I live. However, beware there is an element of whining in the subdivision. Mostly from a pretentious few (in my opinion) who are not happy unless they are complaining about something or being rude to someone they feel better than. Nevertheless, I am happy to live in the subdivision - I have great neighbors, it's a safe place to walk late at night, and excluding the whiners - people are pleasant to be around.
